Michigan Adult-Use Program
Michigan voters legalized adult-use cannabis in November 2018 (Proposal 1, 56% yes). First retail stores opened December 2019. Adults 21+ may possess up to 2.5 ounces of flower; 15g of concentrate. Michigan’s effective tax rate is approximately 16-22% depending on local options. The Michigan Cannabis Regulatory Agency (CRA) administers the program.
Wisconsin’s LFB Michigan Estimate
Per Wisconsin’s Legislative Fiscal Bureau April 2026 memo, applying the same 41.5% out-of-state proxy used for Illinois: of 854 total Michigan retailers/microbusinesses in 2024, 22 were located in Wisconsin-bordering counties (Gogebic, Iron, Dickinson, and Menominee). These 22 retailers generated $85.4 million in sales and an estimated $5.8 million in WI-sourced Michigan tax revenue.
Drive-Time Analysis
Wisconsin’s northeastern counties are heavily impacted by Michigan adult-use access:
- Wausau → Iron River MI / Norway MI: ~3 hours via Hwy 8 / US-141.
- Marinette WI → Iron Mountain MI: ~75 minutes.
- Northern Brown County (Green Bay) → UP MI dispensaries: ~2-3 hours.
- Vilas / Oneida county tourists → UP MI: substantial flow given Northwoods tourism economy.
The "Green Highway" US-141
US-141 connects Marinette WI through Iron Mountain MI to the Upper Peninsula. The corridor runs through Menominee County WI, Marinette County WI, and into the MI counties hosting cannabis dispensaries. Per Marinette County Sheriff’s Office investigator Patrick Callahan:
"That 141 corridor within the drug unit kind of had the nickname of the Green Highway, the Green Corridor, just because it was very well known for several years now since those dispensaries opened up."
The "Green Highway" nickname captures the corridor’s law-enforcement-recognized status as a primary cannabis-traffic route. WI State Patrol and Marinette County Sheriff’s deputies conduct active interdiction along US-141.
Northwoods Tourism + Cross-Border Cannabis
Wisconsin’s Northwoods region (Vilas, Oneida, Sawyer, Bayfield Counties) depends substantially on tourism. The Northwoods’s political register is conservative, but hospitality / lodging stakeholders watch Michigan dispensaries draw business north. Some tourism operators have noted the cannabis-tourism contribution flowing to Michigan rather than Wisconsin.
The Felony Cliff Cross-Border Reality
Returning to Wisconsin from Michigan with cannabis triggers:
- Federal felony under 21 U.S.C. § 841.
- Wisconsin state-law possession exposure (Wis. Stat. § 961.41(3g)(e) felony cliff for 2nd offense).
- OWI per se zero-tolerance exposure (Wis. Stat. § 346.63(1)(am)).
The Practical Conclusion
Like Illinois, the practical answer for Wisconsin residents seeking Michigan adult-use access is drive to Michigan, consume in-state, do not return with product. The longer drive distance (vs. Illinois) means Michigan cross-border is most-attractive for northern Wisconsin residents who are already farther from any IL dispensary.
