Green Bay (~107K, Brown County)
Green Bay’s March 2022 ordinance eliminated possession fines: ≤28g, $0 + ~$61 costs. The ordinance is among the most aggressive WI municipal decriminalization measures — effectively eliminating the city’s simple-possession financial penalty (court costs only).
Major employers: Schreiber Foods, Sargento, ThedaCare, Bellin Healthcare. Packers tourism. Oneida Nation gaming and tribal-governmental presence in adjacent Outagamie County.
Appleton (~75K)
Appleton has a decriminalization ordinance and is the home district of Sen. Rachael Cabral-Guevara (R-Appleton, Senate Health Committee Chair, nurse practitioner who held the SB 534 hearing). The Cabral-Guevara legislative role makes Appleton a meaningful cannabis-policy node.
Oshkosh (~66K)
Oshkosh’s 2018 ordinance was lowered in 2021 to $75 for ≤25g possession. UW-Oshkosh student population. Manufacturing and aviation employers. Fox Cities cultural ties.
Cross-Border — The Green Highway US-141
Northeast Wisconsin is the principal corridor for the "Green Highway" US-141 route to Michigan UP dispensaries. Drive distances:
- Green Bay → Iron Mountain MI ~90 minutes via US-141.
- Marinette WI → Iron Mountain MI ~75 minutes.
- Appleton → UP MI dispensaries ~2-2.5 hours.

Brown County and Outagamie County
Brown County (Green Bay) and Outagamie County (Appleton) are the principal NE Wisconsin urban counties. Both have decriminalization ordinances at the city level; both have substantial Oneida Nation tribal-governmental presence.
