Wausau (~38K, Marathon County)
Wausau is north-central WI’s principal city. Sen. Patrick Testin (R-Stevens Point) and Rep. Patrick Snyder (R-Weston) represent the area; both are SB 534 medical-cannabis bill cosponsors. Wausau has a decriminalization ordinance per NORML’s 15-jurisdiction tracker.
Stevens Point (~25K) and Marshfield (~18K)
Stevens Point hosts UW-Stevens Point. Decriminalization ordinance. Marshfield is the home of Marshfield Clinic, one of WI’s major rural healthcare systems. Both cities have decriminalization ordinances.
The Northwoods Vilas / Oneida Counties
Vilas County (Eagle River, Minocqua) and Oneida County (Rhinelander) form the heart of WI’s Northwoods tourism economy. Sen. Mary Felzkowski (R-Tomahawk, Senate President, lead sponsor SB 534, cancer survivor) represents the region. Rep. Tom Tiffany (R-Minocqua) — the 2026 R gubernatorial frontrunner — is also from the area.
Northwoods tourism economy depends on hospitality, lodging, lake-and-forest recreation. Politically conservative but watching Michigan dispensaries draw business north. The "Green Highway" US-141 corridor passes through Marinette County into MI UP. See Michigan page.
Superior (~26K, Douglas County) — Duluth Twin City
Superior, WI sits across the Saint Louis River estuary from Duluth, MN. The two cities are minutes apart via I-535 and surface streets. Superior’s 2022 advisory referendum passed.
Superior is "ground zero" for the Wisconsin-Minnesota cross-border cannabis traffic since the September 16, 2025 launch of Minnesota state-licensed adult-use retail. Duluth-area dispensaries are minutes away from Superior residents. See Minnesota page.

The 2026 Gubernatorial Connection
Rep. Tom Tiffany (R-Minocqua) is the Republican frontrunner for the 2026 gubernatorial nomination. Tiffany has said he is "open to medical marijuana and supporting veterans" — the most cannabis-receptive position from a Republican gubernatorial frontrunner in recent WI election history. Tiffany’s Northwoods home base aligns with Sen. Felzkowski’s SB 534 sponsorship; the regional political coalition for medical cannabis is concentrated in central / northern WI rather than in the Madison / Milwaukee Democratic strongholds.
